We had a electrical panel made of Mild Steel which contains Starters rated 3-phase 440v and control circuit voltage of 230V taken from a phase and neutral. The problem is that, while testing the panel we are getting a voltage of 230V between a phase and body. The body is not earthed. There is no contact between neutral and body anywhere. When Meggar test is done, we got a resistance of 100 ohms. Why is this so? What would be the reasons for this to happen?
 
What is the body mounted to? Have you tried testing between the body and earth?
 
To read any voltage you must have your meter connected to two points at different electrical potentials. If you are getting a reading the body must be making some contact with earth, possibly through the mouting fasteners and the surface on which it is mounted. Your megger reading of 100 ohms indicates that the body does indeed have some sort of connection to earth. If not, the reading would be in the high megohm range. If the body was fully insulated from earth your volt meter would read zero,
