BGB (section 704) states that plug sockets on a construction site if over 16A must be commando type.
Thats the only mention of sockets I can find, can I assume that 1363 sockets can be used in a temporary office area (probably a porter-cabin) that is generally waterproof etc?

Anywhere where the construction is carried out they have to be commandos anywhere else 1363s are fine.

I only have the green book, and it's says it's not different to the red.

704.511.1 says all assemblies for the distribution of electricity shall be in accordance to BS EN 60439-4
A plug or socket-outlet greater than 16A shall be to BS EN 60309-2.

That's abbreviated, but you mean the second part where it says 'ABOVE 16A shall be to BS EN 60309-2' ?
 
Just re-read your post and possibly read it properly this time!

704.1.1 vii (green) says 'administrative locations are not covered by Parts 1-6 of the scope'. Which I must have missed when reading it originally. And is the reg which agrees's with trev1's answer.

I've always read it simply as that anything below 16A will be on a standard 13A plug-top (if site complies by RCD etc), anything on 110v is a yellow commando anyway, and anything greater than 16A again will almost certainly be on a ceeform (commando) and have it's own means of isolation by design.

You don't need steel toes and hard hats in a site office, hence why the other 'construction' dangers don't exist either.
