just been to have a look at some electrical work on a house, underneath the main fuse there is a trafolite label saying PME system but the supply authority haven't supplied an earth, someone has clipped a 6mm cable down the side of the house and buried the end in the ground (stripped a foot of the end of the cable) ze is 300 ohms.

do i just need to get onto the supplier to provide an earth and if so why wasn't one provided in the first place
 
PME is protective multiple earth ,TNCS today the earth and neutral are connected at the suppliers cut out , on the side of the supplier cut out there should be an earthing block the earth should be conneted there
 
there is an earth block, the only earth going to it is from under the floor outside, the supplier has not provided an earth, should i tell the customer to get onto the suppliers
 
Isolate supply and disconnect 6mm cable out of earth block test Ze at earth block (not cable) if you get a reading of less than 0.35 ohms then you have a TNC-S. If this is the case you can connect into the earth block without involving the supplier.

You stated you had a Ze of over 300 ohms i take it this was an Ra reading on the cable.
