Straight question: should circuits be powered up when main bonds to water and gas aren't in place?

Don't want any belittling comments. Its a straight question. Yes or No
 
but should the gas and water be turned on when they're not bonded? shall we move to the plumbers' forum? maybe try and turn the circuits on by saying they're sexy and you love them.
 
Perhaps the OP tell us a bit more? Is this a new installation and water/gas bonding not yet installed? Or perhaps an old installation that has not previously had any bonding?

I find highly polished copper pipes and brass fittings and properly formed bends - instead of compression fit elbows everywhere - very sexy.
