Normally just the actual guarantee on what the panel will deliver- so a 250w panel with 0-+5w could be a panel anywhere between 245w and 255w- Hope this helps
 
please elaberate it means different things when applied to different situations..... solar panels, power supply units etc

Just be careful when reading this info its always good to check that it relates to the panels PTC rating which means its factory tested to environments and conditions it will be subject to in reality; where as if it refers to the STC (standard test conditions) these factory tests may not match the natural environment in use and can be misleading giving values that differ in real installation terms
 
Many panel manufacturers will flash test each module and label the panel depending on the result. e.g if the result is between 230W-234W, it will go in the 230W pile, and be labelled 230W +5W. This is one reason why many manufacturers have different output panels with the same frame size.

Some manufacturers will give a plus or minus rating, others will give a "positive tolerance" rating where each panel is at least as powerful as the rated output. Positive tolerance is a good feature, as if one panel in a string falls below the rated output, it will have a negative effect on every panel in that string.
