This is what HSE will judge you against in the event of a case as it is an "Approved" code of practice which as I have said in other posts is a Quasi-Legal document.
This is what I always guide my clients to when I am doing design, electrical consultancy or H&S consultancy with them, as IF you can prove that you have done what is in here or better then you will have almost certainly have done all that could be considered "reasonably practicable".
The head of HSE electrical in my area, along with one of his control specialists, agreed when we discussed this at an IET meeting also.
