I thought local isolation was a must with any fixed appliance?

That's a myth. Nowhere in the regs does the words 'Local isolation' appear.

If not its good practice!!

It may be considered good practice in most cases, but that's not what the OP asked. In response to what he did ask, no, we don't need to put an isolator in unless the shower contains an integral pump (motor). And even then, in some cases, you won't need to either.
