I have just tested a ring and the IR reading between N & E was 0.00 M Ω, N & L was 0.13 M Ω and L & E was 0.14 M Ω. I have removed all the loads and tested with a Fluke at 250 Volts. Plz could someone point me in the right direction to locate the fault.

Further more the Ze was 0.08 and PSC was 6.1 KA. The distribution transformer is less than half mile away. Any feedback on this is much appreciated.

I think your best bet would be to try and find a central point of the ring and test both sides from there and hope that one side will give >200 readings and take it from there. ( are you sure you have found all things that would be in the circuit as i sometimes have fake readings because i missed something in the circuit)
 
as all the loads are disconnected and also from CU then I'd be looking at the obvious, and start splitting the circuit.

did you take a PFC as well as a PSCC?
