My neighbor is just having PV fitted as we speak, and I can see them with a disc cutter on the roof, they are cutting the tiles, they are just flat ones.

When I had my ones put on, they didn't cut any and they say nice and flat as I watched the whole process.

Seems a bit odd that they are butchering the tiles to fit round the brackets...

depens on what brackets they are using.
 
Grinding tiles is required on a lot of roof types. The large flat tiles require grinding otherwise once the tile is pulled down it will sit up 10-15mm
So they are actually doing a proper job for a change by the sounds of it!
