I would have thought so, it's an external measurement you're taking, so you need to completely isolate the installation from the supply.

Agreed, as you will be disconnecting the means of earthing to obtain your Ze, it is necessary to isolate all circuits.

Although GN3 doesn't mention PV supply, it does state that the test must be conducted with the main switch open, or with all circuits isolated (542.4.2).
 
I really need to understand a bit more about the PV set up, the head in the sand tactic aint any good, I will have to ask a few embarrasing questions on the PV forum,

I know what you mean, I'm the same, It's something that I know very little about and feel that I should be more up to speed on these matters. Time for some research work me thinks!
