I worked with a miss guided fella once who said he wouldn't even take t&e through a wall straight into the back of an outside light, he D rather have a hidden junction and convert to ho7 flex.... Strange man...
 
As Andy wrote above. I would not install pvc T&E outside, but also I would not be suggesting to a customer that it needs replacing (unless clearly damaged from UV) if it has already been installed outside.
 
T@e clipped directly under facia soffits or very short runs clipped outside is fine imo...
I sometimes clip black flex outside or white Fp , but only short distances.
 
By way of contrast ...
At a previous job, I had some sensors on the roof - on the end of some screened "alarm" cable. After a few (maybe 5) years we had to do some maintenance on adjacent bits and thete was nothing left of the sheath. At first it looked OK, but if you touched it it just crumbled away.
 
Got a picture of a section from a job last autumn, can see where it's out of direct sunlight at the top, further down off photo it had gaffa tape around it where it had fell to bits, it was wired in 94

Doesnt seem to have come up so clear after upload
