Can someone please clarify if a plumber with part p and 18th edition who isn't registered with any governing body can change a shower with the same kw as long as the cable is the right size and the fuse, the rcd works and the shower has an isolating pull switch. Cheers. Seems like a lot of confusion.
 
Part P is a building regulation. The 18th edition is a wiring regulation. Neither are qualifications.

Anyone can change a shower. He/she has to do it safely and of course it should be tested and the results tabulated.

There is no requirement for an isolating switch, pull type or otherwise, as it can be isolated at the CU. Having said that they are usually fitted, but definitely no requirement.
 
Dunno why there is any confusion. Actually, yes I do - there are outfits out there for whom it's important to their bottom line to create and persist such confusion.
Anyone who is competent to do it (and has the required test gear) can do as you describe, being a member of a scheme is irrelevant as it's never been notifiable to replace an item (other than a CU).
 
Part P is a freely downloadable document, if he 'has part P' then all it proves is that he can download something from the Internet and maybe even print it.
The 18th edition qualification only proves knowledge of the regulations, it doesn't prove anything about practical ability to do electrical work.

Replacement of a shower is not notifiable work, however it must still be connected in accordance with the wiring regulations and testing carried out.
