What is the minimum depth that man web / scottish power can put incoming house mains in the ground ??

Was told about fence fitting firm that cut through a house main with a spade the mains were only 18" deep

I think they might use Hi Tuff, but when i saw some "going in" they put a layer of concreate over the top, so it still seams strange
