All subjective really as TT installs had to have a 100ma RCD's upfront.
If we are talking non TT and tns/s then yep, a 4.

TT install with Wylex 6 way Box with 100A 30ma Main Switch, landlord property so obviously cheapo! rather than RCBO route!!
