When doing a r1 & r2 test on alighting circuit do you need to take the lamp out to get a proper reading thanks
 
It will be (R1+R2) you are testing. No need to take the lamps out except when doing insulation resistance between Line and Neutral.

If you have dimmer switches then they will need to be taken out of circuit to get accurate readings though.
 
When I was testing it it was showing a closed circuit on both when I opened and closed the switch yet when I took the lamp out it was showing how I would expect any ideas?
 
If the circuit is wired correctly and you have made a link between Line and CPC at the board then testing between the switched live and CPC at the light and operating the switch should open and close the circuit.

You are testing between the bit of wire with the brown or red insulation on it and the bare one with the green/yellow or green sleeve on it aren't you???
