Rcd protection in rooms containing a bath or shower

After recently undertaking an eicr,I am still debating which code to put for bathrooms that are not rcd protected,and do not have proven earth bonding to the metalwork within that room.If the lighting is outside the zone,ie on a high ceiling,does this need rcd protection.Any thoughts fellas and ladies please.

Bonding in place = C3 and no bonding C2. Zones are irrelevant for lighting as all circuits within the special location are required to be RCD protected since the 17th came out.

No bonding period ? or could there be bonding external of the location but nearby
