Can someone tell me when and why would I need to do this test? Thanks in advace.

IT puts a fault current through the rcd ramping it up in stages untill the rcd actually tripps on a 30ma rcd it should trip between 27 and 30ma on a healthy device if on the other hand it starts tripping at 20 ma or less you could have a faulty device ( nuisance tripping )your aiming at it tripping close to your rated fault current.

It's a good weapon to use in the battle against accumulative leakage earth faults too.

If you suspect a particular appliance may be faulty then ramping the RCD with this appliance plugged in and switched on will show how much leakage it's already putting into the circuit as the tester will push out less current before the RCD trips.

If you're wondering when you should do it as in 'where do I record the data?', BS7671 certs don't call for you to do it, it's just a handy thing to have.
