RCD trip in Turkey

Hi, I hope someone can help.
3 phase 40A 30mA RCD tripping in a villa in Turkey.
The dis-board has 17 mcbs of 20A and 25A over the 3 phases
the board will trip at any time from instant to several hour later, all the plugs have been removed from the socket outlets and all the lights switched off.
The Earth incomer has been removed for testing but the trip still trips.
Can anyone please help

faulty RCD? have you tried a ramp test?

Have Changed RCD.
The only tester i have is a basic multitest meter, ........im suppost to be on holiday!!!

Are the CPC, Ring finals, other circuits okay, you can check them on your multitest meter, if they are okay, has your meter got an IR tester on it if so what are the results?

This is TURKEY!!
Disconnected all CPC and all but 1 had some reading to the Earth incommer, and voltages when reading from each of the 3 phases!!
Phase to N reading are all OK, Phase to E when switched off is OK
N to E having readings of between 0.0 ohms and 0.68 ohms,
The voltages comeing into the villa are (187V), (210V) and (223V) NOT IDEAL!!!

Your N-E readings, are they with the main switch off? Those readings are bound to cause tripping if that is the case.

Thanks widdler, thats what i was thinking.
To get any sort of usable power i have had to remove the RCD and recommend a total rewire, i can't think of any other way.
