Did a cu change recently on a domestic property. The Landing light which is on the downstair radial. Keeps tripping the rcd in the consumer unit.Before the change the lamp holder had a energy saving low wattage lamp in it which the owners of the property have replaced with a 60w lamp, and like i've said when they turn it on takes out the board. Is this a case of a borrowed neutral from the upstair radial?.
 
Sounds definately like a borrowed neutral there to me.

Neutral comes off the upstairs lighting circuit with the live pinched off the hall light S/F at the 2g switch at the bottom of the stairs.
 
Should have done a Pir, Created a rod for my own back here. How would this borrowing of the upstair neutral have shown it self during testing?.
Is there anything I am able to do other than start chopping out walls to run a neutral in for the landing light.

Put upstairs and downstairs lighting on same RCD and note borrowed neutral on cert.

Yes you should have done PIR before CU change this is always one to watch out for.

I always check by isolating downstairs lighting to see if landing light is on same circuit. Then remove the neutral form the circuit and put it in block connector. Re energise circuit and check to see if landing light comes on. If it does you have a borrowed neutral.

My guess is an earth to N fault in the damaged light fitting. This will become a problem when other devices draw large currents.
