Having dissconected all circuits fed from rcd lives.neutrals and earths rcd still will not reset any ideas

replace the RCD. probably faulty.

Agreed, give it a shake and tap ssh sometimes works if a rare rcd or obsolete.

Remember, they are a mechanical device and not as reliable as people seem to think. Likely to be a problem with the self-test mechanism, so make sure the test button isn't jammed in.
