Hello! I am in the planning stages of a new dwelling construction. The foundation will be a monolithic cement pad with rebar. Based on my research, I am fairly certain that I need to ground the rebar within the slab. The slab will have rigid insulation under it and will have a vapor barrier, so I do not think I can use the rebar in the slab as a ground for my main service, which is fine. My question is, should I bond the rebar to the main ground for the electrical service (that has the ground rods driven), or should I install separate grounding rods for the slab itself. If either option is acceptable, can I get opinions on which option to use? Thanks!

The way you describe the installation it would appear that the rebar is not suitable to act as a ground electrode due to been largely isolated from earth.
It may still qualify though as an "extraneous part" that requires bonding .Your electrician can determine that
or should I install separate grounding rods for the slab itself.
No.This option makes no sense

My friend you always bond to the rebar just like you do on the ground rods. You can use split bolts and not have to cad weld it.
