recessed modular lighting design ??

How do we calculate how many recessed modular flourescents we need on a 600mm square grid? The office in question is mainly open plan approximately 9m square. I assume the lighting requirement would be consistant throughout rather than specific to work stations. Any advice would be greatly appreciated

Ceiling height would be approximately 2.2m

On that kind of job, I'd probablly get a wholesaller like CEF to come in and do a survey.
As a quick guide, you are looking at 2-3 tiles between fittings.
