Hi I have a 2 year old honeywell ST9400C programmer which when you put the hot water and the central heating on (YPlan system) the hot water does not heat up.
Can any one recommend a half decent replacement please.

why do you assume it's the timer have you tested voltages? If you haven't it points more towards the cylinder stat rather than the timer

Oh but if you have I would replace it it with another Honeywell they are still one of the best
 
I reccommend another honeywell too if it does need replacing but check your voltages first, honeywell have a good app with all the wiring diagrams in it, very handy!

I googled the ST9400C programmer and lots of people have had problems with it, hence I am in two minds.

Problem is people only tend to put reviews on line when they have bad stories, they must be a really small percentage of clocks installed, I had the unfortunate task of wiring central heating for a couple of years and fitted hundreds of these Honeywell clocks and never really had any problems to be honest. So if I was fitting a clock in my own house it would be a Honeywell
 
I used the fault finding section from the honeywell book, and replaced the faulty timer with a 'good' timer, also checked the 3 port valve
