In having some work done on my patio, the guys doing the work found an Earth Pole for grounding and noticed that the green/yellow wire leading from the electircal board in the house, through the wall and outside wasn't connected to this - it was just hanging loose on the floor.

a.) Is there any good reason it wouldn't be connected and would be dangling loose?
b.) What dangers am I exposed to
c.) Any issues with reconnecting it to the pole?

it may be that this is a redundant earthing system. if you look at your fuseboard/consumer unit, you should see the earthing and bonding cables. one of these mat be connected to the supply cable sheath, or to a terminal alongside the main fuse. whatever , yo should get a sparks to come and check it for you. post your location and on of us should be close to you.
 
if it should be connected and isn't, that means you have no earthing in the house. sure there's one of us in your area will be prepared to pop in and check it out for you. a bit far for me in cheshire;LOL. probably you will get a favourable response this evening, after work time and before beer o'clock.
 
I'm surprised you haven't noticed this before if it is around your patio area. You sure they haven't broken/disconnected it to do something associated with the work they are doing, then thought it better to say that's how they found it?
Anyway, it's unlikely to be an old cable if it is flapping around. Get it checked asap mate.

No I'm pretty confident it was there before as I’ve seen the wire there and never really wondered much about it. They actually drew my attention to it and then re-attached it for me.
I need to get the place given an electrical once over as it is an old place and that is on the list of things to get done)
