Reg 708-533-1-13 simple enough, however the para below this cites Reg 411-5 So if we read 411-5-1 then 411-5-2 the end of the sentence reads "the former being prefered" does the former mean the earth electrode refered to in the para preceding or does it mean item (1) being the "former" in the list below that namely an RCD now I know a spike is not a protective device so they must mean an RCD "or do they" Anyway I take it the gist is run your SWA but do not connect the armour or CPC to the PME at the origin, just spike as many times as needed till the reading complies with Table 41-5, If I have got it wrong I am sure I will be put right,

Pict, from an 'English Language' point of view (if that's possible with regs?!), I would say it refers to 411.5.2 (i) being preferred.
 
You have to use RCD protection [708.553.1.13] so when you get to 708.553.1.14 - which says you must not use a PME earth but instead comply with TT requirements - when you reference back to 411.5.2, you have to select (i) the RCD option. So one or more earth spikes are required, and it is not allowed to connect the CPC to the PME earth at the origin. At least that was what I was taught, never actually installed one of these myself.
 
So I suppose the armour cant be terminated in contact with the origins metal cabinet if it has one as that presumably may well consitute connection to the origins PME

Re SWA armour, if that is kept separate from the socket-outlet CPC, I don't see in the regs it being forbidden to connect it to the PME earth - but there is always the chance someone unfamiliar with the regs will do so later, depending on how it is terminated at the outlet end?
