reg for horizontal top surfaces apply for behind a CU ?

hi all

got the niceic bloke coming soon to check my cu replacement and obviously the actual cu has no holes in top and so passes the horizontal top surface of ip2x reg but its raised off the wall so the cables can go behind and into the cu do i have to cover this over to comply with that reg too ?
