I was registered with the NICEIC until about 3 years ago as a competent person under BS7671, 17th edition. The EICR on my home expires shortly and I am capable of carrying out the appropriate testing and measurement but am I allowed to do it? As I am planning a cellar conversion, I will be adding to the circuits already there and have always done a minor works cert. Neither are notifiable but I do intend to do a minor works cert, if I am actually allowed to carry out the work and test it. I have spoken to both NICEIC and NAPIT, but neither have been much help. Hoping someone on here can advise?

AFAIK, You don't need to be a member of a scheme to complete an EICR. However some mortgage lenders, landlords may insist on this. Others who are more up to date may offer you further advice
 
As above, you can carry out an EICR quite legally, but the problem is that if you are doing it at the request of some other, they might not accept it
It's not unusual for a body requiring an EICR to stipulate that it should be one by a member of the NICEIC, leaving NAPIT members out in the cold.
Personally, I'd just go ahead.

Most of these outfits requiring an EICR to be carried out by an NICEIC contractor will normally back down if you talk to them at least that is what I have found for many years and I'm not with any of the scams. You generally find they don't even know why they insist on NICEIC, I take the view it there is no legal precedent that it must be an NICEIC contractor and could be an unnecessary restriction of trade that could leave them open to a legal claim

If you're sure of your competence, then go ahead.
 
Thanks for the reply, I am happy with doing it but concerned that NICEIC and NAPIT both pass the buck!
Some 10+ years ago, I asked ELECSA, when joining, about EICRs, and if I needed some additional membership / assessment - they told me there was no need.

Move on 10 years, and both NICEIC (which took over ELECSA) and NAPIT have realised with the advent of EICRs for private rentals, there is plenty more money to be made if they can charge for additional membership / assessment for members doing EICRs. I think they'd really like this to be mandatory, but can't go quite that far, though some of the messages I see seem to kind of suggest that. So I suspect you are not going to get a straight answer.

If you are a qualified competent electrician with test and inspection you can do any works. Regardless what the authorities say you do not need to be affiliated. They insist so that they do not have to check your qualifications. However god help you should anything happen therefore you must ensure you identify anything you touch and also identify anything that needs further investigation.
They will really push but if they know you are qualified they can not do anything legally to stop you. Part P states at the very end that anyone qualified and competent can carry out works and certify them works.
 
If you own the home and it is not being rented out then there is no requirement to have an up to date EICR.

As an electrician you will be well aware of what is safe or unsafe in your own home and i am sure any damage is repaired promptly anyway.
