Hi all

I just need to find out a few things with regards to regulations. My mate has moved into small commercial dwelling which he is converting into a small band rehearsal space and guitar workshop..it is owned by the council and he is waiting for the lease to get handed over. Now as far as i know im not allowed to do any work on the place until the papers get handed over to my mate? Now my other question is...once i do and complete all the work and have it ready to get signed off..can i just ask a fully qualified spark to come do that or can i sign it off myself but then also notify the council so they can inspect?? (btw i am still waiting for my NVQ3 so am not fully qualified hence the question)

first thing is if it's not lived in as a dwelling, part p does not apply. complete the certificate/s yourself and give to your mate. job done.
