I have two 4 inch recessed CLF 4 pin light cans installed in laundry room since 2012. The bulbs are fluctuating in brightness. I think the Ballast may be failing. I would like to replace with bright 12 watt LED's. Two Options remove or disconnect ballast, or get new cans. I am not a good DIY person so I am confused what is best. Not good feedback for people who have installed LED cans to replace CFL's. I have the Open recessed 4 inch type recessed lights installed. I need bright clear light in this room. Help is appreciated, Thank you.
 
Whatever you do here it's sound like it's going to be outside the scope of DIY and probably going to be a job for an electrician. Personally I would ditch the two existing fittings entirely and install something more suitable for a laundry room. Problem is the light you have all comes from two downward pointing spot sources so shadows will be a problem. I would consider a surface mount linear LED light option which would give a much more general and diffuse light
