I am going to restore an old lamp, its probably French originally circa 1950s. I will add an earth wire for reasons of safety but what is the regulation? This is a metallic item with only live and neutral provided originally.
 
I want to know what the regulation is. Can I simply replace wiring with live and neutral only or am I obliged to add an earth.
 
It depends how it's constructed. If it has double or reinforced insulation an earth may not be required - it's up to the manufacturer (manufacturers can overide "the regulation" if they see fit).

Personally if I had to put wiring into anything metallic I would earth it then obviously test it, but I suppose the official answer would be that not every Tom, Dick and Harry can go around manufacturing electrical goods.
