Rewire CU/oven concerns

Just got a job for an architect. Total rewire, some zany stuff to do.

Anyway, his service head is under stairs, the stairs will be in an open plan kitchen. He wants the CU moving closer to the foot of the stairs as he want a double oven fitting in the larger part of the stair recess. As shown (sorry bout crap picture)

Would you do this ? Can you tell me if you think it violates any regs.

only thing that strikes me would b accessability issues and wheres the cable head? I H8 cus under staird both for working on and because the understair cupboard gets every thing stuffed into it
