Have been to a few houses around my way and found that a lot of them do not have a earth within there cables. A woman has contacted me today and said from when we had the lightning the other week her cooker socket has not worked I am thinking this may also not have a earth. If this is right and her cooker has been fryed am I right in recommending a rewire and a rcd board

Highly unlikely that the cooker or RFC are un earthed.

Its normally only lighting that was not earthed from years ago as there was no need as all the pendants were plastic.
 
In extreme circumstances lightning can cause damage to electronic components within domestic appliances, however the best course of action is anti surge protection between the power source and the appliance requiring protection. A residue current device serves a very different purpose. ie detecting earth fault current at mains voltages 230v.
A periodic inspection would be the best plan of action, to establish the full condition of the electrical installation. Then take things from there.
Also I feel you will find the problem with the cooker supply in relation to a lightning storm could well be coincidental.

I had a commercial site that was hit by lightening last year.
Old TP mem board had every rcbo fried & the running & cycling machines were also cooked.

But on the other extream a local village row of terraced houses hit by lightening had the old 3036 wylex boards blown off the wall in 4 of the 12 houses, every third property so assume one phase took the hit on OH line (a busy night for the firebrigade & dno).
