Customer wanting a ECR they have a rewireble fuse board and a supply to garage and a stand alone mini rcd board in garage what advise would you give and what code if any
 
A re-wireable consumer unit will still be considered satisfactory if EFLI can be met, and no code should be given.
IP ratings and RCD requirements and other considerations will most likely have an impact on coding
 
A distribution board with BS 3036 rewireable fuses complies with BS7671 (although a preference is now stated for cartridge fuses), so cannot attract an observation.

There may well be numerous observations - perhaps requiring significant work - but the fact that rewireable fuses are used isn't one.
