It looks very much like a unit from Blakley Electrics, one of their site supply units. As they seem to be well in favour with London Underground, amongst other rather discerning customers I would imagine you would find it is very safe to isolate.

Yes that's what it is but it's a lockable cabinet and when spark isolated circuit he was working on he walked away leaving cabinet open with his keys in it
