The last page of this guide should help you http://www.sbsc.uk.net/docs/Getting-it-Right-in-Scotland.pdf

Changing consumer unit requires a warrant if the property is a flat or house with one or more storeys over 4.5m only or where the work adversely affects a party wall in a house with no storey over 4.5m.

It's also worth calling the local authority - they're usually quite helpful - mine advised that no warrant was required for rewiring my home but obviously reminded me that it must comply the current Building Regulations.

the responsibilty of informing building control also rests with the homeowner. As long as you carry out the required testing and issue the paperwork to customer then you have done your part. also as we have no part pee there is no requirment to join a scheme, you only have to prove "competence".

As rsmck says, warrant required only if a flat/maisonnette etc. Whether you are paid for doing the job or not is immaterial. If notification is required - if you are a member of SELECT or NICEIC then you you can submit EIC to meet warrant requirements; if not you will have to pay the local Council to arrange certification (I say "you" but in reality your customer/friend).

Tbh, I know that many sparks/their customers don't notify rewires/ cu replacements when they should - the real problem may arise if customer goes to sell the property and the rewire/cu replacement is noticed, and the purchaser's solicitor asks for the BW!

Regards
