I’m carrying out a PIR on a three storey house (sheltered accommodation) with one lighting circuit for the whole property.


For the purpose of safety and convenience it should have two lighting circuits and/or have emergency light.



Would this warrant a code 4 or just a mention in the report?
 
Segregation of circuits refers to segregating LV and ELV circuits.
I think you are refering to division of circuits. In wich case you should consider Regulation 314.1 especially (i) avoid hazards and minimize inconveience in the event of a fault and (ii) take account of danger that may arise from the failure of a single circuit such as a lighting circuit.
Applying a code 4 suggests that you do not consider the situation to be a danger, whereas a code 2 would suggest that the situation is dangerous, but not immediately so, but needs rectification.

DIVISION of circuits Doh! That's what I was refering too!
