In current regs is it exceptable to plaster over househol wiring which has been rewired without using external sheathing?

Yes ............................ as longs as it is sheathed cable such as Twin and Earth and it is just standard plaster

When you say "external sheathing" do you mean the gray or can you see the coloured single wires?

If you can see the brown, blue and green/yellow then no you can't plaster over them, it needs to have the grey sheathing over it.

I'm assuming that you are referring to 'capping' and as has already been mentioned, it is not actually a requirement but was more for protection against the plasterers trowell and to protect the older types of cable sheaths against lime damage from the plaster.
