Not quite sure what you mean by signing off?
However, in order to comply with BS7671, you are required to issue appropriate certification (where required) for any work you conduct.
This requirement applies to any and all installations, be they industrial, domestic or whatever.

with my qualifications can I provide clients with a test certificate with my signature on?

as long as you are competent to test and certify, you can.

You Only have to be deemed to be competant to issue a EIC

and have the appropriate test gear. not to mention the bio-hazard ppe for asbestos flash guards and rubber everything for putting your probes on live terminals.
