Hi, I have my 17th edition and NVQ Level 3 (2357)Can I now sign test certificates off for industrial factories?

Not quite sure what you mean by signing off?
However, in order to comply with BS7671, you are required to issue appropriate certification (where required) for any work you conduct.
This requirement applies to any and all installations, be they industrial, domestic or whatever.

and have the appropriate test gear. not to mention the bio-hazard ppe for asbestos flash guards and rubber everything for putting your probes on live terminals.
