Providing you are competent you are only allowed to sign off your own work. The 2391 comes in when you want to do PIRs the exam shows you are competent to do a PIR.

Legally you can issue a Periodic Inspection Report without any qualifications. Competence is required, not the 2391, NICEIC membership or a Ph.D. in Electrical Engineering.
 
Yes, I agree but you need to be able to demonstrate competance, and the only way to do so is to be a registered member of one of the Self Certification Schemes, ie NICEIC or NAPIT or... However I think 2382 will get you a domestic installer membership of the NICEIC. 50 years experiance is not considered a satisfactory demonstration of competance.
