Single meter for 3 flats

I have a property that has been converted into 3 flats. Currently the tenants have to share a single prepayment meter and some concerns over effectively sharing the costs have arisen. It will be very costly to have a 3 phase power line installed for 3 separate meters, however as each flat has it's own fuse box, I was wondering if there is anything I can install wired to each fuse box that will measure the amount of electricity used and let me input current unit prices so the tenants can see how much in actual money they have used, rather than just how many kwh.

You don't need three phase for separate meters? You just need to install a prepay meter before each consumer unit.
