Can anyone confirm this:

16 x 255w panels, on 16A inverter giving 4.08kwp, puts you into the >4kwp = 37.8p

Am i write in thinking + 4kwp hasnt been touched?

The DECC proposal is for 16.8p for 4-10 kW systems from 12/12.

But you should declare system capacity based on inverter output in any case.
