I was having a look at my cu the other day and noticed that someone had connected a double socket (socket is situated just below the cu) straight off the mcb, which includes the wiring of the final ring.

I'm unsure if this conforms with regs etc

We do actually use it for the intruder alarm but quite prepared to disconnect if it is unsafe.

nothing wrong with it. it's just a unfused spur with 1 outlet, taken from the MCB ( as allowed in BS7671 app.15.) but should your alarm not be connected via an unswitched FCU?
 
Tels nailed it... don't treat your mcb as the supply point, treat it as a connection point just like a socket outlet, its perfectly fine to spur off a socket on the ring and the mcb is no different to doing as it is just a connection point along the ring final circuit.

Appendix 15 as already suggested is the best place to check.
