Sockets in oak panelling

Just looked at a re-wire Job where I need to re-wire an oak panelled room.

The sockets are currently mounted within the skirting boards, moving them up won’t reduce the fire risk so what should it do?

Are the sockets at a reasonable height for safe and practical use and compliance ?
