Assuming it was still being used as a pub then, for the installation of solar panels, yes planning would be required.

Permitted development for solar is reserved exclusively for a 'dwellinghouse or block of flats'. A pub would be classed as commercial premises (Use Class A4 rather than Use Class 9). Changing a pub to a dwelling would itself require planning permission.
