Guys,

if installing spot lights to a current circuit do you have to update the breaker to a rcbo

If it is not R.C.D protected then yes

If it is not R.C.D protected then yes

Assuming that you are chopping the circuit and/or adding more lighting points, i.e. down-lighters, or moving lighting points, then yes...if you are just replacing existing light-fittings then no, as it is not a modification to the circuit.
