I would like to know if when running spurs that I can run the cables horizontally.I know that it is isn't good practice but I've check the regs but still not sure, asked other sparks but seem to get contradictions in advice.
Would appreciate any advice.

just as long as the cable does not go from one wall to the next ie the horizontal piece is on the same wall. same wall is perfectly acceptable and good practice, crossing from one wall to another needs to be via the "safe" zones".

I really can't see a problem with it assuming there is a neutral there.
