Just been to a job in flat stairway where the lights are flicking when they are off. Their is
9 x 2d 28 watt fittings with all having emergency lights the switch is electronic push time lag switch. Some lights were not working change lamps so all lights are working still flickering when off except one (which looked like a new fitting) then I switched off the lights by the emergency light switch the emergency lights worked turned off the emergency switch the lights stayed off and the lights did note flicker.switched the lights on after the time period the lights went off then started to flicker again any idea what the problem is please
 
Some Numpty may have connected the newish fitting up wrong leaving a L in it and somehow losing it N ... the result is a floating N which charges the capacitors enough to strike the tube which then collapses the voltage and charges up again in a cycle.... check the new fitting connections.
 
Some Numpty has connected the EM light up wrong it sounds like its using the control gear of the lights as a floating N which charges the capacitors enough to strike the tube which then collapses the voltage and charges up again in a cycle.... check the new fitting connections too.

That does help, it shows that the problem is almost certainly in the way it is connected and not a problem with the fittings.
