have been asked to supply cert for static caravan internal wiring but the site owner will not give anyone access to his meter cubicle outside caravan

for Ze do I put on form no access/limit (as afraid of tripping any of parks devices)

put a value for Zdb at the caravan's internal CU.

How are you going to ascertain the earthing system? It could be TNCS if you dont check it. I'd say it is essential to access the source of supply if the caravan is long term static and connected at the time of your inspection.

Why won't he give you access to the origin of the supply ? Not fiddling the meter is he ? As said you at least need see the earthing arrangement.
