I agree with saving energy but this is absolutely stupid, at least find a better way of making energy saving bulbs before getting rid of the normal bulbs, these energy saving bulbs available today are s**t they take ages to warm up and by that time you've probably done what you wanted to do in that room and you switch it off, government is run by idiots
