I've got a tenant who claims her 3 storage heaters don't work. I wired an extension and plugged them in to see if they were functional. They all worked. I left power on for about half an hour then disconnected them. It then seemed Like they continued to heat. I was expecting them to only come on at night. They're not the type with the function to turn them on during the day. When I tried to turn them on during the day, nothing happened, as I'd expected. But why would there be no heat created through the night? The controls were set at about half way so they should've heated a bit at least.
 
First thing I would check would be the time clock which should bring the heaters on around 11pm, could be its faulty. Unlikely to be fuses if all 3 heaters are not working.
 
If their on dual-tariff meter system you may have a Radio-teleswitch instead of Venner type timer. The Radio-teleswitches occasionally develop receiver or decoder faults preventing the off-peak switching. Either way you will need to notify the DNO for testing and/or replacement if you suspect this is the case.
